Tool: The different bus system options

The “city bus toolkit – tools and options for reforming city bus systems”, developed by the World Bank with the support of the PPIAF, provides eight options for reforming bus systems:

  • UNREGULATED ENTRY INTO THE PUBLIC TRANSPORT MARKET
    • OPTION 1: Unregulated entry WITHOUT quality control.
    • OPTION 2: Unregulated entry WITH quality control.
  • REGULATED ENTRY INTO THE MARKET: CONTRACTUALISATION OPTIONS
    • Contractualization by sector
      • OPTION 3: Contractualization by sector: fixed-price contracts
      • OPTION 4: Contractualization by sector: financial compensation contracts
    • Contractualization by line
      • OPTION 5: Concluding contracts per route: fixed price contracts
      • OPTION 6: Concluding contracts per route: financial compensation contracts.
    • Monopoly situations
      • OPTION 7: Private monopoly
      • OPTION 8: Public monopoly
